A word being widely used at the moment is kleptocracy. This is always used to describe the governments/regimes of other countries.

It is a bit like the word terrorism, other people do terrorism, we act in "our national interest".

I am not even sure that we have a kleptocracy in this country, although the bail out of the banks probably occurred during a fence-ocracy.

In a fence-ocracy, you do not steal the money yourself, you merely fence it.

So during the bail-out of the banks, vast amounts of money were taken from poor people, and given to rich people, bankers amongst other. The money was not only taken from the poor, but from the children of the poor and their children yet unborn.

Here is a clip with the take of some intellectuals in the 1970s, trying to get to terms with the tricky business of the redistribution of wealth.

The term "stupid bitch" hails from a less politically correct time, but at least it is applied to a seemingly intelligent fellow.
